 There is a pedestrian flyover, took the shot from there.
Gotcha. Great viewpoint.
Also, I didn't say this before, but I love the composition. The straight lines of the flags lead to the curves of the pedestrian walkway with fence, and that curves up to the buildings. it also follows the rule of thirds nicely, so everything works together well.
